The ANC assign Registration Certificate to ISP Company Vanov Technology Unipessoal, Lda.

Dili, 09 February 2026 – The Chairman of the Board of Directors of the Autoridade Nacional de Comunicações (ANC, I.P.), Mr. Flávio Cardoso Neves, together with the Technical Director, Mr. Novelino dos Santos, officially assign a Registration Certificate (License) to the Internet Service Provider (ISP) company Vanov Technology Unipessoal, Lda. The certificate was presented during a formal ceremony held at the ANC meeting room in Caicoli, Dili.

During the certificate awarding ceremony, the Chairman of ANC, I.P. emphasized that Timor-Leste applies a liberalized telecommunications regulatory framework, providing opportunities for all interested entities to invest in the sector, subject to compliance with the applicable regulatory requirements, licensing conditions, and procedures established by ANC, I.P.

He further highlighted that the entry of ISP Vanov Technology Unipessoal, Lda. into the market is expected to enhance service quality and strengthen consumer confidence through the provision of reliable and compliant internet services.

The Executive also underlined that the issuance of the ISP license entails regulatory obligations and operational responsibilities. The company is required to ensure quality of service (QoS), maintain technical readiness, comply with national regulatory standards, and foster interconnection and cooperation with other licensed operators to ensure effective network connectivity and service delivery. This is particularly important as the Government has made significant strategic investments to promote digital transformation, including the deployment of submarine cable infrastructure connecting Timor-Leste to the international network.

It was recalled that, prior to this issuance, ANC, I.P. had already granted registration certificates to a total of sixteen (16) ISP companies operating in Timor-Leste.

The ceremony was also attended by the General Coordinator for Administrative Affairs, Mr. Adelino Pires Amaral; the Technical Coordinator, Eng. Pio Soares; as well as technical staff from the Licensing Division.
