The Ministry of Transport and Communications invites applications for the position of Technical Director (1 position) and Finance Director (1 position) of the Autoridade Nacional de Communicações(ANC) of Timor-Leste.

Duties and Responsibilities

Technical Director

The Technical Director will lead the sector regulation functions of the ANC including but not limited to licensing and assignment of spectrum and telecommunication numbers, compliance and enforcement, network security and development of technical standards. The Director will also be expected to contribute to sector development and market regulation tasks.

Finance Director

The Finance Director will lead the delivery of corporate services of the ANC including but not limited to budgetary planning and reporting, directing and controlling administration, legal support, procurement, human resources, communication and external affairs. The finance director will also be expected to contribute to aspects of market regulation and development.
In addition to the abovementioned duties and responsibilities, both directors will serve as the members of the ANC board of Directors.

Qualifications and Selection Criteria

The director of ANC must be a person of integrity, independence of mind and of good reputation; and more specifically:

Technical Director

  • A postgraduate degree in Telecommunications Engineering OR
    A university degree in Telecommunications Engineering with 3 years of work experience in a regulatory, policy development and/or standardization environment. Applicants holding a postgraduate degree will be given preferential consideration.
  • Proficient knowledge of Radio Communication Systems including Antenna and Propagation and Mobile Communications Systems.
  • Proficient knowledge of Telecommunications Networks including Broadband Networks, Transmission Lines, Traffic Engineering and Internet Domain Name Systems.
  • Knowledgeable about new development in Information Technology and Broadband Networks.
  • Excellent project management skills.
  • Excellent written and spoken skills in English and, ideally, Portuguese.
  • Independent from the telecom operators in Timor-Leste and their affiliates (for the last 5 years).

Finance Director

  • A postgraduate degree in Finance/Economy OR
    A university degree in Finance/Economy with 3 years of work experience in finance and/or corporate services roles. Applicants holding a postgraduate degree will be given preferential consideration.
  • Well developed accounting skills.
  • Proficient knowledge of the preparation of Financial Statements and Financial Reports.
  • Excellent Interpersonal and organizational skills.
  • Good written and spoken skills in English and, ideally, Portuguese;
  • Independent from the telecom operators in Timor-Leste and their affiliates (for the last 5 years).
